The International Telecommunication Union (ITU) is a specialized agency of the United Nations that manages, among other issues, the geostationary orbital-slot assignments, as well as frequency allocation for its international member states. The Federal Communications Commission (FCC) manages frequency allocation for operations over the U.S. territory.
